Basic Rules for Pedigrees (Basis Reglement Stambomen)
The new rules governing the issue of pedigrees (BRS) came to effect on 1 July 2008. This means that as of that date, all breeding registrations must comply with the new wellbeing articles set out in the Regulations of the Raad van Beheer (Kynologisch Reglement). Every breeder must comply with these rules when breeding pedigree dogs in the Netherlands.
BRS rules
The BRS rules are set out as follows in the Regulations of the Raad van Beheer (‘Kynologisch Reglement’).
Chapter VIII Basis Reglement Stambomen Article VIII.1
1. A bitch may not be younger than 16 months on the day of mating.
2. A bitch who is to whelp for the first time may not be mated after the day on which she reaches the age of 72 months.
3. A bitch may not be mated after the day on which she reaches the age of 96 months.
Article VIII.2
1. A bitch may produce only two litters in a period of 24 months, in the understanding that the period between the mating for the first litter and the next mating for the sunsequent litter must be at least 10 months. The 24 month period starts on the date of the mating for the first of the two litters born during this period.
2. In the Netherlands a bitch may not produce more than five litters during her lifetime.
Article VIII.3
When pups are born from a combination of which one or both parents do not meet the conditions stated in this section, sanctions will be imposed on the breeder in accordance with article VI.25 paragraph 1 and 2.
BRS rules check
Compliance with BRS rules is checked by the Raad on receipt of eacht birth registration form.
Provided the litter meets the requirements of the BRS, the registration procedure will continue as normal.
If the litter does not meet the requirements of the BRS, the registration procedure will continue and pedigrees will still be issued. The breeder, however, wille have violated the Regulations of the Raad van Beheer (‘Kynologisch Reglement’) and the case will be presented to the Cynological Ethics Committee.
The Raad will inform the breeder. The Cynological Ethics Committee will assess the case and deliver a judgement.
